Dr. Herndon’s Resume

Dr. David Herndon was the Executive Director of the South Carolina Asphalt Pavement Association (SCAPA) until July 2010. He led SCAPA through the development of SCDOT’s QA specification and HMA certification program over ten years. David has a broad background in the asphalt industry ranging from training, specification review, research, management, and industry related issues in general.

David has been a Board Member Southeastern Asphalt User Producer Group (SEAUPG) since 2005. This group comprises 13 southeastern states made up of DOTs, contractors, binder suppliers and commercial users of asphalt pavements. SEAUPG tackles issues such as asphalt certification reciprocity between states and binder specifications on a regional basis. A regional conference each year is held yearly to update the members on new research, technologies, and construction practices that are occurring in the southeast.

David was a National Asphalt Pavement Association Quality Improvement Committee Member from 2003-2010. This group works in conjunction with the FAA (Federal Aviation Administration), FHwA (Federal Highway Administration), AASHTO (American Association of State Highway Transportation Officials), ASTM (American Standards for Testing Materials), and others to ensure continuity of specifications, implementation of research findings and technologies, and to direct future research within the asphalt industry on a national level.
David served on the National Asphalt Pavement Association Legislative Committee. This Committee works to ensure adequate highway funding is occurring on a national level.

David was a Board of Director of South Carolinians to Fix Our Roads (SCFOR) 2007-2009, Advisory Member 1999-2007. This is a broad-based South Carolina grass roots organization that supports additional funding for SCDOT, SC Counties, and SC Municipalities.

David was a member of the SCDOT HMA Quality Improvement Committee. This committee is made up of members from the SCDOT Construction Office, SCDOT Office of Materials Research, Asphalt Contractors, and FHwA personnel and is responsible for developing specifications, implementing new technologies, and improving overall quality of asphalt mixes and construction practices in South Carolina.

David served on numerous SCDOT Research Steering Committees responsible for developing research topic goals, selecting principal investigators, and monitoring the research progress and budget of the research projects.

He received his BS, MS, and PhD from Clemson University in 1990, 1992, and 2009 respectively.

He has been a speaker at many asphalt industry conferences such as NAPA, SEAUPG, SCAPA Spring Asphalt Conference, SC Engineering Conference, SCDOT Engineering Conference, and other SAPA annual meetings on technical topics such as QA specifications (PWL), Rap usage, Warm Mix Asphalt, Porous Asphalt, Thin Lift Asphalt Mixes for Preventive Maintenance, etc.

David founded Herndon Asphalt Engineering and Consulting, LLC in September 2010.

He is currently certified in and also serves as primary instructor for all of the SCDOT Asphalt Certifications Programs at Tri-County Technical College located in Anderson, SC.

Passions include: raising basset hounds, golf, following college football and spending time with his son Bryce David Herndon.
